About you:
The Money Laundering Reporting Officer (MLRO) is responsible for overseeing the group’s compliance with anti-money laundering and prevention of terrorist financing (AML/PTF) regulations, monitoring transactions for suspicious activity, and ensuring adherence to applicable laws and guidelines. The MLRO acts as the primary point of contact with regulatory authorities and internal stakeholders on AML-related matters.
The ideal candidate will have over 5 years’ experience in AML/CFT matters, adequate professional competence, good reputation and advanced technological skills, considering the support to be given by top of the market AML/CFT focused IT solutions.
Your responsabilities:
Compliance Management:
- Design and implement the activity plan for the function
- Develop and implement the organization's AML and PTF, KYC, KYB policies, procedures, and controls and oversee compliance with systems and controls.
- Ensure compliance with national and international AML laws, including the FATF guidelines, the EBA guidelines, the EU AML Directive (5 and 6), and applicable local regulations (Law number 83/2017).
- Follow the guidelines from GAFI/FATF.
Transaction Monitoring:
- Act as the designated person to receive, evaluate, and process internal and external information relevant to AML obligations and suspicious transaction reporting under the applicable laws and regulations.
Reporting:
- MLRO will receive internal reports of suspicious activities from Rauva’s employees, investigate them, and transmit any relevant information to DCIAP and the UIF in Portugal, acting as Rauva’s central point of contact with the competent authorities.
- Keep and maintain copies of all documentation, records, and communications related to any reported suspicious activity.
- File Suspicious Activity Reports (SARs) with the relevant regulatory authorities.
- Provide regular reports to senior management and the board on AML/PTF-related issues and compliance risks.
Training and Awareness:
- Design and deliver AML/PTF training programs for staff across the organization.
- Ensure employees understand their roles in preventing money laundering.
- Define, monitor, and evaluate policies for internal training programs, ensuring that employees receive regular and adequate training on AML.
Regulatory Liaison:
- Serve as the primary point of contact with regulators and law enforcement agencies for AML/PTF-related matters.
- Respond to regulatory inquiries and audits in a timely and accurate manner.
- maintain a process to identify changes in legislation, regulation, regulatory expectations, and guidelines.
Risk Assessment:
- Conduct periodic AML/PTF risk assessments of the organization’s products, services, and customers.
- Identify vulnerabilities and recommend improvements to mitigate risks.
- Compile, assess, and critically review AML risks, reporting regularly to the Board of Directors and including these assessments in the annual report.
- Provide relevant updates to the Board of Directors at least annually on the status and compliance with Rauva’s AML Policy.
Recordkeeping:
- Maintain accurate records of AML/PTF compliance efforts, including SARs, training logs, and audit reports.
- Ensure documentation complies with statutory requirements.
Policy Review and Updates:
- Regularly review and update the AML/PTF program to reflect changes in regulations, technologies, and business models.
- Recommend enhancements to systems and processes to improve AML/PTF compliance.
- Oversee any relevant audits to evaluate the effectiveness of the AML Policy, including an annual review.
- Communication & Leadership:
- Maintain an independent and direct line of communication with Rauva’s Board of Directors
- Lead Rauva's policies and procedures on AML, proposing and issuing opinions for consideration by the Board of Directors to ensure compliance with the applicable laws and regulations.
What’s your ideal background?
- Education: Bachelor’s degree in law, finance, business, or a related field
- Certifications in AML/PTF or compliance is desirable.
- Experience: Proven experience in AML/PTF, compliance, or financial crime prevention between 5 and 10 years minimum.
- Previous experience in a financial institution, fintech, or similar regulated industry subjected to the same regulation.
- Experience in project planning and implementing software tools.
- Strong knowledge of AML/PTF laws, regulations, and best practices.
- Analytical and investigative skills with attention to detail.
- Excellent communication and interpersonal skills.
- Proficiency in AML/PTF software and data analysis tools
- Ability to handle sensitive information with discretion.
- Demonstrated leadership and decision-making abilities.
- Strong understanding of risk management principles.
- Strong written and verbal communication skills in English and in Portuguese
- Enthusiasm for working in a fast-paced startup environment and ability to multitask
- Appetite to work in tech / startups
- Based in Lisbon, Portugal (not a condition for the initial months but relocation will be required)
